If there is no mandate for insurance coverage how will those that can not afford or choose not to have coverage pay for catastrophic situations?

Your answer can be found in the “replay” of the town hall above.
Basically, those who choose not to have insurance, would be risking their assets. Those who can not afford insurance, could be covered by government funded catastrophic insurarance. Those with insurance also need to be covered for catastrophic losses. Too many plans have limits that could be exceeded in these situations.
